Robert DeBenedictis, President of Rob DeBenedictis Management Corp. is a seasoned professional with over 30 years’ experience in the real estate market dealing with ETPA, LIHTC, 236 (b) properties. His property management scope of expertise includes running warehouse space, commercial, and affordable housing. Robert also has 30 years of development, general contracting and is an expert in managing the costs of repairs and maintenance in buildings. Robert can be classified as a turnaround property manager as his track record includes taking physically and financially failing buildings and restoring them and making them profitable. He has turned negative cash flow into positive cash flow in multiple buildings including Petrillo Apartments, Sandford Terrace, Grace Plaza, and Unity Gardens. He formerly owned and operated a company called J&R Management Corp. which took over August P. Petrillo Apartments HDFC which was in disrepair upon takeover. As a 236 (b) building, Robert was able to secure funds via grant money for a new rubber roof as well as new elevator cars. Under J&R Management, Robert oversaw the annual tenant recertifications as well as all property reviews, including REACs. When Petrillo Apartments changed to project based subsidized units, Robert worked closely with the local Section 8 office to review tenants income eligibility for subsidy. He is well versed in reviewing income and assets to determine eligibility and rent. Robert has worked with many agencies, including HUD and NYSHCR for reviews of tenant files and property inspections. He is focused on making sure all properties are up to housing quality standards
Robert is a Certified Credit Compliance Professional through the Spectrum Companies which signifies a comprehensive understanding of the Low Income Housing Tax Credit Program. Rob DeBenedictis Management’s core values stem from a personal approach to property management. The companies’ office is located within the city where their whole management portfolio resides and Robert and his team can be found on site daily. Furthermore, his teams’ effectiveness is not contingent on profitability, rather the quality of life that is present in each of the buildings they manage. His team believes in creating strong bonds between tenants and management as they host annual barbecues for each of their buildings and a holiday party at the end of the year. Their number one priority is the health and safety of their tenants, as they have installed over 300 cameras on the interior and exterior of the buildings they manage. There have been multiple instances where they have assisted the local police as well as the FBI in solving violent crimes that have taken place on the exterior of their buildings. In addition, they have addressed and solved many incidents that have taken place on the interior of their buildings. Robert gives each of his tenants his personal cellphone number so that he is available 24 hours a day. Overall, Rob DeBenedictis Management Corp. is a business rooted in family tradition and their team treats their tenants as such.

In October of 2022, Robert joined the RDB Management team. Robert’s functions include vendor relationships, tenant services, payroll management, accounts payable, accounts receivable, reconciliations, billings, maintenance management. Robert is a licensed Real Estate Salesperson in the state of New York. He is also a Certified Occupancy Specialist and completed the National Center for Housing Management course in September of 2024 which is a comprehensive study of HUD’s rules. Robert specializes in using effective strategies to cut accounts receivable, working diligently with the legal team and directly with tenants to make payment plan agreements. He has also worked closely with RDB Management’s compliance officer to implement measures to circumvent legal proceedings as a last resort. In addition, upon takeover Robert runs an invoice analysis across all vendors, identifying areas of improvement and where prices can be cut. Robert has experience working directly with New York State Housing and Community Renewal on capital improvement projects, successfully submitting applications to draw from reserve accounts to improve the welfare of the buildings and tenants.

Lela Yasin is the Tenant Eligibility and Compliance Director at RDB Management, with 15 years of expertise in the Affordable Housing industry. Her extensive background includes roles at the Westchester Department of Planning Section 8 Rental Assistance, NYS Homes & Community Renewal, and as Compliance Director at Community Housing Management Corporation. Lela is highly skilled in LIHTC compliance and HUD Rules & Regulations, holding a Certified Occupancy Specialist designation from the National Center for Housing Management.
In her current role, Lela manages the processing of new tenant applications, oversees vacancies, maintains waitlists, and ensures all tenant recertifications meet compliance standards for low-income housing and LIHTC. Her responsibilities include conducting internal audits for documentation accuracy and preparing monthly and annual reports for the State Housing Finance Agency and financial investors, demonstrating her commitment to maintaining regulatory compliance.

Antonio Narciso is RDB Management’s accounts receivable and housing manager across the management portfolio. He is a licensed Real Estate Salesperson in New York State. Antonio can be found on-site weekly at the buildings, effectively meeting tenant needs. His scope of expertise includes preparing delinquency notices, escalating aged delinquencies to legal, and tracking and sending out rent increases to various agencies. Antonio has experience dealing with rent subsidy agencies to ensure that subsidy payments coincide correctly with internal billings. Antonio handles rent collections and deposits using remote banking. He works closely with the maintenance and repair team to properly organize repairs in a timely and cost-effective manner. Additionally, Antonio monitors the maintenance payroll and has extensive knowledge of the 32BJ SEIU Employment Contract. He also analyzes and prepares quarterly vacancy reports for HCR.
